COURSES AT NAPKC

In order to deploy professional and well trained peacekeepers, training priority is given to the training of tactical commanders and battalion staff officers.  The courses run in the Centre are structured to achieve these priorities.  The courses and training activities in the Centre have so far been very successful.  At present the Centre runs 4 peacekeeping courses.  These are: 

a.      Military Observers Course.   The Military Observers (MILOBS) Course is run for 3 weeks. The course is designed to equip officers with the necessary skills in observation, reporting, patrolling and self sustenance skills to enable them operate as Military Observers in a UN or Regional peacekeeping mission. The MILOB course package includes the following:
(1)  Introduction to UN System and functions.  
(2)  Introduction to PSOs.  
(3)  Structure of UN PSOs and Peace Partners.
(4)  UN Charter, Mandates, SOFA and SOMA.
(5)  Conflict Management and Resolutions.
(6) Establishment and operation of an entry control points.
(7)  Cultural Awareness.
(8)  Negotiation and Mediation.
(9)  Media Relations.
(10) Security Awareness.
(11) Working with interpreters.
(12) PSO Case Study.

b.     Command and Staff Operations Skill Course.  The Command and Staff Operations Skill Course (CSOSC) is designed to equip commanders and staff officers with the requisite knowledge to organise their units and run operations effectively. It is targeted at preparing the command elements at every level in a battalion. The course curriculum of 4 weeks training covers the following:
(1)  Peacekeeping. 
(2)  Mandates and UN Concepts of operation. 
(3)  Organization and setting of a Battalion Tactical Operation Centre (TOC).
(4)  Civil- Military Cooperation.
(5) Coordination with International and Non-Governmental Organization.
(6) Introduction to Military Decision Making Process.
(7) Battalion CPX and Computer assisted exercise.
(8) Conflict Resolution.
(9) Handling of Refugees and Internally Displaced Persons.
(10)   Information Management.

c.      Train–the–Trainers Course.   The Train-the–Trainers Course (T3) is a course aimed at grooming unit instructors to be able to conduct In – Barracks PSO Training.  The students are trained for 4 weeks in Tactics, Techniques and Procedures as well as effective Methods of Instruction. The course contents include:
(1)    Introduction to relief in place/transfer of authority. 
(2)    Movement techniques and convoy movement. 
(3)    Crowd control.
(4)    Battle Drills and troop loading procedures.
(5)    Individual and close quarter marksmanship.
(6) Establishment and operation of an entry control  points.
(7)    Defence against attacks.
(8)    Escalation of Force.
(9)    Rules of Engagement.
(10)   Human rights and trafficking in persons.
(11)   Coordination with international and humanitarian organizations.

d.     Battalion Pre-Deployment Training. Battalion Pre-Deployment Training (PDT) is a training package to give deploying units mission specific training prior to deployment for PSO. The course curriculum is made valid, current and theatre specific. The package covers the following:
(1)    Introduction to relief in place/transfer of authority. 
(2)    Movement techniques and convoy movement. 
(3)    Crowd control.
(4)    Battle Drills and troop loading procedures.
(5)    Individual and close quarter marksmanship.
(6) Establishment and operation of an entry control points.
(7)    Defence against attacks.
(8)    Escalation of Force.
(9)    Rules of Engagement.
(10)   Human rights and trafficking in persons.
(11)   Coordination with international and humanitarian   organizations.


THE PEACE SUPPORT OPERATIONS TRAINING CYCLE
The T3 and CSOSC are the foundation on which the PDT rests. Without these two precursors preceding the PDT, the full objectives of the PDT might not be realized.  The NA PSO training cycle entails the conduct of the T3 course for instructors of units earmarked for PSO.  The instructors thereafter return to entire units and conduct In–Barracks–Training (IBT) for their unit. This is followed by the Battalion PDT to confirm the IBT and the unit’s preparedness for deployment. Upon deployment, a validation visit and the Unit After–Mission–Report also follow to help the Research Department review, evaluate and improve training delivery.
